Making good on a vow to take on Senate Foreign Relations chairman Jesse Helms, Clinton formally nominated Massachusetts Governor William Weld to be ambassador to Mexico. Helms has promised to block the fellow Republican's nomination because of ideological conflicts - among them Weld's support for medical use of pot.
