Puerto Rican unions, students, and church and environmental groups will hold a general strike Wednesday to protest a commonwealth plan to sell the government-owned phone company. The government is selling the profitable venture because of fears it cannot compete under the terms of the 1996 Telecommunications Act. Protesters fear the sale - Telefonica de España, Bell Atlantic-Nynex and AT&T are considered likely buyers - will lead to massive layoffs.
