An FTC analysis of a proposed (and languishing) public-health settlement sees something beyond the US$368 billion promised 40 states: a cost to the tobacco companies of only 55 percent of that called for in the settlement, and a $123 billion windfall for the industry arising from anticipated cigarette price increases. An industry spokesman said the analysis was "highly speculative and misses the point."
