EU Jobless Plan

Jacques Santer, president of the European Commission, pleaded for support for a program to cut the European Union's jobless rate from the current 10.6 percent to 7 percent by 2002. Centerpieces of the plan, to be disccused at a summit next week: tax incentives for small businesses and easing rules for citizens from EU countries to work in other member states. So far, EU governments have resisted giving up control over employment policy.
