Frankfurt's DAX rose 1 percent and London's FTSE 100 fell 0.4; and in afternoon activity in New York, the Dow was virtually unchanged and the Nasdaq was off 0.4 percent. The most-active list was cluttered with tech issues, with AT&T the big gainer.
