The US continued to give ground at the UN conference on global warming. The Americans came to Kyoto proposing that greenhouse-gas emissions be cut to 1990 levels by 2010. Early today there were reports they would accept a 5 percent cut from the '90 levels. Now comes word that a cut of up to 9 percent would be acceptable. Of course, any US participation in the treaty would have to approved by Congress, which the Senate majority leader, Trent Lott, today called unlikely.
