Reno will not call for appointment of an independent counsel to look into charges of alleged fund-raising improprieties involving Clinton, Gore, and at least one former cabinet member, Justice Department sources said. The vice president, meantime, was quoted in a New Yorker interview as saying he had bungled his atttempt to explain a series of fund-raising calls he made during the 1996 campaign. In a March press conference, Gore insisted "no controlling legal authority" barred him from making the calls.
