An independent counsel has been named to investigate whether Interior Secretary Babbitt lied to Congress about a decision to reject an Indian casino license. The appointment of Carol Bruce, a criminal defense attorney and former prosecutor who served as a deputy independent counsel in investigating former Attorney General Edwin Meese, is the sixth such appointment during the Clinton era.
