Singapore (2nd) and Honk Kong (3rd) retained their lofty spots on the list released by the Swiss-based institute, despite Asia's celebrated economic woes. Big jump: Taiwan, which went from 23rd to 16th. Big fall: Thailand, from 19th to 29th.
