Arafat and Netanyahu met separately with Britain's Blair in London today, ahead of meetings with Secretary of State Albright this afternoon. But prospects for a West Bank breakthrough looked bleak. Said Arafat: "If Prime Minister Netanyahu is seriously concerned and interested in peace, today is the day, now is the moment." Netanyahu: "We have gone the extra mile, well beyond the extra mile."
