The House voted Thursday to restore food stamps to a quarter-million immigrants -- old folks, kids, disabled people, and political and religious refugees -- who were cut from the roles in 1996. The move was opposed by conservative Republicans, but was included in a legislative package with a popular crop-insurance program and won easy passage. Clinton said he'll sign the bill.
