The 9th US Circuit Court of Appeals ruled Tuesday that former savings-and-loan associations magnate Charles Keating is entitled to a new trial on federal securities charges because jurors improperly learned of the state conviction. The decision came four months after an appeals court overturned his state securities-fraud charges after finding errors in jury instructions. Keating, who served about a third of his 12-year sentence when he was released on bail in October 1996, could be retried in both the state and federal cases.
