Dave Caulkins wants to ring in the new millennium with a big bang: He's proposing the world trip the light fantastic to an intercontinental light show of flaming disarmed ballistic missiles. Caulkins published his proposal, which he has also submitted to the White House Millennium Council, in the Journal of Pyrotechnics. He recognizes the plan is a long shot, but told the San Jose Mercury News, "These things were built to kill millions of people, but we could use them to amuse millions of people."
