Foreign Minister Keizo Obuchi's offered tax cuts and new spending, while conservative Seiroku Kajiyama emphasized what Obushi didn't -- cleaning up the banking system. Meanwhile, Health Minister Junichiro Koizumi dropped hints that he, too, will compete for the job when ruling-party members vote in one week.
