The United States and Britain on Monday gave Libya a take-it-or-leave-it proposition: The two Libyans accused of blowing up a Pan Am passenger jet will be tried by Scottish law, but on Dutch soil. The terms are similar to a proposal Libya has made since two of its citizens were arrested in the 1988 act of terrorism, a response to US warplane strikes against Gadhafi. US officials said United Nations sanctions would be suspended once the two Libyans are delivered to the Netherlands.
