With Yasser Arafat urging them on, the Palestine National Council voted almost unanimously Monday to remove those sectons of the PLO charter calling for the destruction of Israel. President Clinton, in Gaza to help push the peace process, applauded the vote. Israel did, too, but said the Palestinians must not go through with plans to declare a state in May 1999. The Israelis also refuse to withdraw troops, a withdrawal agreed upon in the Wye accord. However, the US, Palestinians, and Israelis will now hold a summit.
