Trouble in Iraq

Apparently the Iraqis didn't understand the "surprise" part of the term "surprise inspections." They turned back a UN team Wednesday morning at a Baghdad building belonging to the ruling Baath Party, complaining that the inspectors arrived "in a provocative manner ... without previous announcement." No reaction yet from inspections chief Richard Butler or Washington.
