Just to let you know that in Argentina we already have bills for talking on our cell phones while driving, and these are $100 and up ... ("The Shaky States(s) of DWY," June 27, 2001).
People don't talk on the road that much now ... but honestly, when I am trying to answer a call while I am driving it is more dangerous to connect my hands-free set to my cell phone than just answering the phone with one hand!
