The only reason ICANN is looking at altering the rules for its at-largemembership is that the current board wants to eliminate the voice ofopenness and competition. (ICANN Eyes New Vote Plan, Nov 05 2001).
If you look at ICANN's history in dealing with at-large membership (andmembership in its working groups) you will see that the U.S. government setup a non-responsible, non-open group of elitists and monopolists who haveno desire to hear anyone's suggestions about their future policies.
