Didn't businesses react the same way to the fax and telephone?
"How am I going to get my work done with a phone/fax on my deskinterrupting me all the time?"

I think the council is ignoring the fact that they have not spent anytime educating their employees on e-mail usage. Seems to me like theyare taking the easiest solution (barring it on Wednesdays) and ignoringthe real issue.
