The ink is barely dry on legislation cracking down on corporate fraud, but President Bush is already being accused of weakening the bill. Within hours of his signing the bill Tuesday, the administration appeared to be diluting some provisions, including one that protects whistle-blowers from corporate retaliation. The bill stipulates protection for all whistle-blowers, regardless of who they are talking to. Bush would grant that protection only if the canary is singing to a full congressional committee "in the course of an investigation."
