The Bush administration wants to exempt military bases from adhering to endangered species laws, arguing that combat readiness could be compromised by lawsuits that block training exercises. This move, which critics see as a thinly veiled attempt to weaken environmental protection laws in general, was shot down by Congress last year. But with war fever gripping the land, the GOP apparently feels it's a good time to give it another try.
