Arnold Schwarzenegger's gubernatorial ambitions have been held up a tad after a panel from the Ninth U.S. Circuit Court of Appeals delayed California's scheduled Oct. 7 special election to recall Gov. Gray Davis. The three-judge panel ruled Monday that the election cannot proceed until six counties in the state replace their outmoded and unreliable punch-card voting systems. Lawyers for civil rights groups argued that as many as 40,000 mostly poor and minority voters risked having their ballots excluded if upgrades are not made.
