Now that I've heard the speech twice, this is actually starting to sound like a rational plan to me. It might, conceivably, actually work. It can't stop us from getting slammed with a series of city-wrecking Katrinas, but it might avert a scenario that's all Katrina, all the time.I want a hybrid ethanol car. I'd buy one.
