
Maoist militants in Malkangiri, India, have placed locals under orders not to use cellphones, according to reports in India's Financial Express:
Posters went up throughout the district earlier in the week, apparently placed by local fighters who have killed two people in recent raids on villages. The leftists also banned gambling and cockfighting in their directive, and threatened merchants who fail to pay "proper" rates to local farmers for their produce.
