Hi, everyone who doesn't live in the USA, Japan, or Canada! You don't get PlayStation 3 until some undetermined time next year, but you can register a PlayStation Network account immediately! I'm not sure what the benefits of this are, exactly.
I guess you can lay claim to your personal nickname of choice early so nobody else takes it, so maybe if you're fast you can be Sephiroth instead of Seph1r0th734983.
