The Chinese government will develop 10 "outsourcing base cities" by 2010 — starting with Shanghai, Dalian, Xi'an, Shenzhen, and Chengdu — in a bid to boost China's outsourcing services, People's Daily reports. The government, whose 11th Five-Year Plan aims to increase "service outsourcing export volume" fourfold, seeks to persuade 100 multinationals to shift offshore outsourcing services to China and "foster 1,000 large and medium-sized service outsourcing enterprises."

IBM, which calls outsourcing "a key priority of the Chinese government," is working with the Ministry of Education "to develop a tech and business services curriculum for the country's top universities."
