You'll recall the halcyon days before the arrival of Windows Vista, when PC makers
were frustrated that Microsoft couldn't get the operating system out the door on time. Their solution was to bundle PCs with "Express Upgrade" coupons that entitled the buyer to a low- or no-cost upgrade to Vista as soon as the OS was ready.
Turns out "express" is in the eye of the beholder. Two weeks after the retail launch of Vista, most eligible PC buyers still haven't received their upgrade discs, and many may have to wait another month or more.
Dell says discs won't start shipping until the end of this month, and delivery could take six to eight weeks. HP has a similar Slow Boat From Redmond policy.
The inside skinny says that real problem is that PC makers are still trying to figure out which of the systems they sold as "Vista Ready" can actually handle the new OS without choking.
