At last the European Commission has set capped rates for calls made while roaming in Europe, although member states must still vote for the law to go ahead.
Outgoing calls will cost 66 cents ($0.90) and incoming calls 32 cents per minute, dropping over two years to 58 and 25 cents. The Germans were negotiating for higher rates to benefit operators, which has delayed this result for an extra two week. Thanks, Germany.
It's a welcome change, and the most apparent advantage is that users will now know what they are paying. It still might not be cheap, but at least we'll know how much we're being ripped off ahead of time.
