
A San Diego man was arrested earlier this month after authorities discovered that he was allegedly running a pirated games business out of his home, adding mod chips to Xbox and Xbox 360 consoles, then adding hard drives filled up with pirated games:
Although he does face charges related to the DCMA for selling chips that are used to get around copy protection, I disagree with characterizing this as a "modder" being arrested. He's selling pirated games. I doubt anyone who region-mods their game console has anything to worry about.
