Africa has cell towers and a pretty decent cell infrastructure. The big problem is buying a phone: handsets are too expensive for many people. Solution? Cellular payphones. This one is in Uganda. 200 Shillings equals roughly 11 cents US. The phone doesn't charge from a bike dynamo, sadly, but that grey slab is a spare battery.
